Configuring network in the initramfs?

In the course of trying to debug a network issue, I encountered some suggestions that if a network interface is configured in the initramfs, which is sometimes done for the purpose of network booting, it can interfere with subsequent attempts by the user to configure using normal tools such as ifupdown.

To me this seems to be a somewhat alarming development
There is a discussion here

I think is has the potential to make home computer setups difficult if downloads start coming with this bug/feature.
It may even lead to a splitting of server and desktop downloads.

What do others think.?
