Now that I understand, it sounds like it IS trying to boot the flash drive, and failing and moving on to Windows. The bios works that way… it looks for the first bootable drive.

So why does the flash drive not boot?
Possibilities

  • the bios is set to legacy boot and your flash drive has the bootloader in the efi system partition
  • the bios is set for uefi boot and the flash drive has the bootloader in the MBR sector. This case might work, I am not sure
  • your flash drive has no bootloader… Not likely, because you say it boots on a PC.
