When I am asking google assistance for Ubuntu release this is the result
It will be available today ( 23rd ). US / UK time is almost 12 hours behind Asia. Take rest and check tomorrow morning.
The day has 24 hours in every country… 
In germany there is no download yet either.
Just keep waiting…

I downloaded it about 1600 GMT with no problems.

No problem in Australia, at ~13:00 hours AEST, I ran the update process and it went flawlessly, updated from 18.04 to 20.04. The whole process took a few hours to complete and so far all seems good.

I am thinking of continuing 18.04 itself. Snaps, dark theme, folder for icons. I see only fancy stuff.
