What does the above statement indicate?
Is it saying saying don’t point the Linux bootloader(Grub2)(Device for bootloader installer) to /boot/efi ESP partition or asking not to mount /boot/efi during manual partitioning?

I dont think it means either of the above.
It is just a do nothing statement - let the installer take care of anything to do with the ESP partition
