Question about /Package 📦 Managers

As we switch to different Linux Distributions .Why do we see different Package Managers with different names Pacman ,apt ,snap etc although they have same functioning ??

Although they share same functionality do they have any differences between them ??

I wonder why they didn’t include YAST the opensuse package manager?

I think, they covered the cli tools for package management.
Otherwise they should have included Synaptic as well as YAST?
