This is not a problem of the program. If you want to move around several characters in an image, they have to be different images, one per character. This is just a basic fact which has nothing to do with a specific program.
Imagine, your image was drawn on paper. If you wanted to move several parts of this image independent of others, you had to take a pair of scissors and cut them out. On a computer, it’s the same.
