Website ownership

We have 2 websites for our village associations. One I update and control which covers events in the village throughout the year. I update it regular with regards to design and content. Totally free of charges on my part and when I leave the association I plan to hand it on to my sucessor without any limits and give training and support. The site is registered to our association and under the name president so when that person changes the new president can continue without problems.

But the second site is for legal publications such as rules of the copropriƩtaire, registration of badges for entry, minutes of meetings regulations concerning fitting or changing windows or heat pumps all administration things.

The management board bought and paid a person for the design and development plus the original registration fees.

Due to changes in the management team the former president has been removed but the site is held in his personal name rather than the association or a post title such as president.

At some stage I will be asked to take on the site and its updates but without the coopƩration of this guy who is very reluctant to give access codes passwords etc this is going to prove difficult.

So the question are
How can you demand of the website host to give over the site codes
How can you change the domain name registration to someone else
If you pay a designer who is the owner of the contents
If someone else takes over and continues the design layout is that legal

Most french site hosting ask for proof of a person physical (strange wording) but to make sure you are real. We cheated with ours hosting it in another country and using a .com address so were never asked. But the other is french so the insist.

Its similar to when you work for a company and develop a product who is the owner if you do it in works time and receive payment.

I am far from someone that should give legal advice.

It does seem if someone was paid to develop site content they would not own it. Whoever paid them would, I would think.
