19.04 was working great until I upgraded. 19.10 see’s my wifi adapter but doesn’t work. The driver is loaded but nothing is happening.

Could you also check if it is being soft blocked by sharing the output of the following command:
sudo rfkill list

The adapter is a d-link DWA-182C1. I ran the command but nothing happened?
