Cant boot properly

Is this a dual-boot computer, right?
You don’t see GRUB at start means the computer won’t boot at all, or just boots into Windows, without displaying GRUB?

yes it dual boot but
i am directly booting into windows
shud i delete that linux partition here from windows and do a clean fresh installation again? and I think that secure boot was also on this time

and there were power cuts yesterday
one at installation but I did a fresh install over it again
and two after that
one time it was in sleep and the other time I was browsing

its a pc not a laptop just to clarify

I have a CD with rescuetux that I boot my pc, it will locate any vmlinuz image and you can
use it to boot linux. It has saved me more than once.

I boot my pc with this to find the vmlinuz linux image to boot. I haven’t tried it, but it may boot from
a Ventoy usb, I have mine burned to a cd. Just used it the other day to get a dual boot Mint and
Gentoo working.

But how to can use it with a USB
I had linux mint already installed
I mean I can still see the portion
and also @kovacslt did I have to use hrishikesh small ‘h’ or Hrishikesh capital ‘H’ to login in to the consoles?

If you have the ISO file, put it on USB with Balena Etcher for example. It should work, it always worked for me.

For login, use your username, and not your full name of your user.
User names on Linux usually contain only small letters, so I’d vote for “hrishikesh”.

Yes, and no. The danger could be, that you choose the wrong (pen)drive to flash with Etcher.
Be careful with it, choose the right one, that you really want to flash.
Other than that I don’t see any risk.

After you logged in on the console try this command:
startx

Does a GUI appear?
If not what error do you get?

That should be an option in the BIOS (pardon, EFI).

What are you afraid of would erase Windows? Booting from that USB, or flashing that USB with the ISO?

OK, all that in this thread above suggests me that you are in some trouble, and you are somewhat unexperienced. Being unexperineced is just a “state” which you can change by getting experience.
That means trying some things, which also may have a bad outcome.
So the worst I can imagine, that you loose the content of your drive. So be prepared for it, and if you are, you will be safe, whatever happens.
Have an install media for Windows in your hands, as well as for Linux.
Backup all your valuable data.
Then you will be safe from mistakes. The worst what can happen then, is that you will need to reinstall the whole stuff, and restore your backed up valuable data.
